Welcome to the Memphis District's FOIA home page. The Freedom
of Information Act (FOIA), enacted in 1966, provides that any
person has the right to request access to federal executive
branch agency records. "Records" includes potentially all
documents and electronic forms of information storage. Federal
agencies are required to disclose records upon receiving a
written request for them, except for those records protected
from disclosure by the exemptions and exclusions of the FOIA.
To assist you with your request, we have provided information
which details the procedures, rules and regulations pertinent to
the Freedom of Information Act. Also provided are links to
various sites, which you may find helpful in understanding and
interpreting the Act.
FOIA requests applicable to the Memphis District should be

38103 FOIA requests shall contain as a minimum the following
information:
- Requestor name and business name (if applicable);
- Address;
- Telephone number;
- Fax number (if applicable);
- A reasonable description of the records requested,
including date parameters (if applicable);
- A willingness to pay statement for appropriate search,
review, and duplication costs. A requester can set a dollar
limit, for example, "not to exceed $50". The requester will
not be charged a fee if the cost to process the request is
minimal. If the estimate to process the request exceeds the
"not to exceed amount", a FOIA service representative will
contact the requestor to discuss available options.

FOIA Appeal
When a FOIA request has been denied, the FOIA requestor is
advised of their right to appeal through the Office of the
Secretary of the Army (Attention: General Counsel). The appeal
must be postmarked no later than sixty days after the date of
the denial letter. The envelop containing the appeal should bear
the notation, "Freedom of Information Act Appeal" and should be
sent to:
