DESCRIPTION: The project sponsor is the City of Hickman, Kentucky. It is a special purpose project based on congressional direction to provide for stabilization measures at Magnolia Bluff in Hickman, Kentucky. The caving bluffs are threatening adjacent civic buildings, structures, and residences. They have already engulfed a portion of one city street and continue to threaten the remainder of this and other streets. The purpose of the project is to stabilize and partially reconstruct the bluff.

AUTHORIZATION: Defense Supplemental Appropriations Act of 1995 (PL 103-316); Energy and Water Appropriation Acts of 1995, 1997, and 1998.

STATUS OF ENVIRONMENTAL IMPACT STATEMENT: NA

OTHER INFORMATION: The Project Cooperation Agreement (PCA) was signed on 25 March 1996, amended on 3 October 1996, and further amended on 3 April 1998. A construction contract was awarded on 1 November 1996. The project was over a third complete when dredging operations were suspended in April 1997, after foundation movement was experienced in the project area. The construction contract was terminated in July 1997 while design refinements were made in response to foundation conditions. Design revisions are now complete. The selected design utilizes soil nailing technology. Project construction should be complete by Summer 2000.
