Who Chooses the Debris Management Facility for Corps Debris?

  • The Corps does not direct our contractors to use any particular debris management facility for the disposal of debris.
     
  • Corps contractors have the discretion to use properly permitted debris management facilities for receipt of the various hurricane generated waste streams, which optimize their operational efficiency.
     
  • The Corps does not have contractual relationships with the debris management facilities.  We reimburse our prime contractors for disposal facility fees they are required to pay.
     
  • The jurisdictional authority for permitting debris management facilities in the State of Louisiana resides with the Louisiana Department of Environmental Quality.
     
  • Protocols for the disposition of hurricane-generated waste have been established by the U. S. Environmental Protection Agency and LA-DEQ, in close consultation with the Corps and the Federal Emergency Agency. These documents are available upon request from these agencies.
     
  • Corps begins its management of the segregation and flow of debris at the site of collection.

  • Rigorous Corps protocols and an intense management network ensure the proper segregation of hurricane-generated waste streams to include: municipal solid waste, vegetative debris, construction and demolition debris, small motorized equipment, asbestos containing materials (regulated and non-regulated) electronic waste, household hazardous waste, white goods and tires. Robust quality control and quality assurance programs are followed throughout operations to assure appropriate disposition of waste.
     
  • The Corps meets or exceeds all state, local and federal environmental laws in operations.
