New Corps of Engineers Resource Mgmt. Officer selected

MEMPHIS, Tenn., July 31, 2007 – Voncile Y. Williams is the new Resource Management Officer for
the U.S. Army Corps of Engineers, Memphis District.

A Louisiana native, Williams has worked for the federal government for more than 20 years. In her
previous assignment with Department of the Army, she recently returned from an overseas assignment
in Seoul, Korea with the U.S. Army Installation Management Agency where she served as Chief,
Financial Resources Operations Branch. There, she was responsible for executing major programs in
excess of $85M in appropriated and non-appropriated funding in support of base operations and family programs for American Soldiers assigned at overseas installations.

In her new position Williams as Resource Management Officer for Memphis District she is
responsible for financial management and execution of $170M operating budget for the Memphis
District, Corps of Engineers. She oversees the agency budget execution of flood control, navigation,
environmental stewardship, emergency response, other authorized civil works and work for others to
benefit the Region and the Nation.

Williams received her Bachelor of Science degree from Grambling State University and post
graduate studies from Amber University, Garland, Texas.
