Federal Business Opportunities

FedBizOpps Web site has been designated as the single Government wide point of entry for procurement opportunities expected to exceed $25,000.

Central Contractor Registration (CCR)

The Director of Defense Procurement has issued a final rule requiring that contractors must be registered in the CCR before receiving a contract from any activity of the Department of Defense. (The rule appears on page 15316 of the March 31, 1998, edition of the Federal Register.) The CCR's Web site may be accessed at http://www.ccr.gov. You may obtain registration assistance by calling 1-888-227-2423. The rule authorizes contracting officers to reject offers from contractors that have not registered; therefore, all contractors are encouraged to register as soon as possible.

Online Representations & Certifications Application (ORCA)

ORCA is an e-Government initiative that was designed by the Integrated Acquisition Environment (IAE) to replace the paper based Representations and Certifications (Reps and Certs) process. All vendors must register at http://orca.bpn.gov.

Electronic Bid Set (EBS)

The EBS page is no longer available. This change has been directed by higher authority. As indicated below, all solicitations will be synopsized on the Federal Business Opportunities (FedBizOpps) Web site. All specifications, plans, and amendments will be posted on either the Army Single Face to Industry (ASFI) Web site or the Federal Technical Data Solutions (FedTeDS) Web site. In order to download solicitations from FedTeDS, contractors and vendors must register in FedTeDS which requires registration in the Central Contractor Registration (CCR). There is a Vendor User Guide available on the FedTeDS home page. However, FedTeDS has no search capabilities. In order to locate a specific solicitation on FedTeDS, you must use the search engine in FedBizOpps which will provide a link directly to the solicitation in ASFI or FedTeDS.  ASFI does have a search capability and contractors are not required to register in the system to download specifications and plans.  In order to receive notification of any amendments to solicitations, interested bidders must register to receive notification on the FedBizOpps Web site. If you are not registered, the Government is not responsible for providing you with notification of any changes to this solicitation. In addition, in order to generate a Plan Holders List, all interested bidders must also register as interested vendor which is also located on the FedBizOpps Web site.
