Memphis, Charleston Districts Collaborate | Delivering greater value

The Charleston District visited the Memphis District at its Ensley Engineer Yard from March 21 to 22 to explore the capabilities of its world-class Marine Maintenance Facility. 

This meeting is just the beginning of a new, collaborative relationship that promises to deliver quality projects that are on time and within budget, and of great value. We accomplish this, in part, by overcoming challenges through teamwork, innovation, knowledge, technology, and collaboration.

Visiting from the Charleston District were Deputy District Engineers for Programs and Project Management (DPM) Lisa Metheney and Project Manager Caleb Brewer with Charleston Commander Lt. Col. Robert Nahabedian joining the group virtually.

The Charleston District visited the Memphis District at its Ensley Engineer Yard from March 21 to 22 to explore the capabilities of its world-class Marine Maintenance Facility. The positive meeting started a promising new collaborative relationship that will deliver greater value for the nation.

The Memphis District collaborates with other Federal agencies under its Work for Others program, which allows it to complete work for other Federal agencies and non-federal entities on a fully reimbursable basis when such work is authorized by law. The work requires unique technologies and capabilities.

The Memphis District prides itself on being able to support other Federal Agencies by developing unique solutions to support their respective missions, often at significant cost savings. The Memphis District is well-positioned to support the engineering challenges our sister agencies face.

For example, in 2023, the Memphis District awarded a $12,366,416 design-build contract to build the Rapid Applied Materials (RAM) Laboratory for the Naval Surface Warfare Center (NSWC), Carderock Division. The RAM Lab's planned location will be at the NSWC Large Cavitation Channel Warehouse Facility, President's Island, Memphis, Tennessee.

Construction includes partial renovation of the warehouse to build three areas: an office, a foundry, and a laboratory. The RAM Lab will play an essential role in the Navy's accomplishing its objective of developing next-generation, high-yield strength metals to support its future submarine and ship fleet programs.
