On June 11, 2025, the U.S. Army Corps of Engineers Chief Counsel’s Office recognized Seth Rowland, assistant district counsel for the Memphis District, with the Joseph W. Kimbel Award for Professional Potential during the Chief Counsel’s Honorary Awards virtual presentation.
The award, named after Judge Joseph W. Kimbel, who served the Corps for 43 years, honors an attorney demonstrating exceptional potential for future legal achievement within the Corps’ Legal Services Community over a sustained period.
His contributions to the Memphis District include providing legal guidance across multiple practice areas and directly supporting the district’s high project and milestone completion rates.
His nomination also highlighted his collaboration skills and ability to address complex challenges, with project managers frequently requesting Rowland by name.
Among his achievements, Rowland developed a virtual logbook for the Memphis District Office of Counsel using an existing commercial product.
Not only has this logbook benefited the Memphis District, but many other districts and divisions as well, with districts in Louisville and Chicago being the most recent to adopt the tool.
Rowland is a graduate of several Corps leadership programs, including the Memphis District Leadership Development Program, the Mississippi Valley Division Emerging Leaders Program, and the USACE Emerging Enterprise Leader Program.
Additionally, he serves as a member of the Enterprise AI Working Group and the Chief Counsel’s Honors Program cadre, all while still finding time to volunteer in support of numerous emergency response operations over the past several years.
The Memphis District celebrates Rowland for receiving such a prestigious award and thanks him for his many significant contributions towards advancing the Memphis District mission and benefitting the entire Corps community.
