Innovation | Special training sharpens Memphis District’s focus on excellence in project delivery

To enhance project delivery and improve team integration, the U.S. Army Corps of Engineers Memphis District recently held the inaugural training event titled “Project Delivery Business Process Bootcamp – One PDT at a Time.” 

The bootcamp was designed to equip Project Delivery Teams (PDTs) with the tools, knowledge, and shared understanding necessary to navigate the complex landscape of Civil Works projects from concept to completion. 

The St. Francis River: Varney River PDT was the first PDT selected for the training. Other PDTs will undergo the training later this summer and fall.

The training brought together personnel from engineering, project management, environmental, real estate, legal, and other key disciplines. The bootcamp focused on building a common framework and language around the Project Delivery Business Process (PDBP)—the Corps’ standardized approach to managing projects across their lifecycle.

One of the first topics explored the role of Congress and project partners in Civil Works project delivery. Attendees gained valuable insight into how Congressional authorization and appropriations drive the execution of Corps projects, as well as how local sponsors and non-federal partners influence planning, funding, and implementation. This understanding is vital to ensuring PDTs can successfully align project goals with stakeholder expectations and legislative requirements.

Participants were then guided through the Corps’ Programs and Budget Process, demystifying how federal funds flow through the agency, and are allocated to individual projects. A strong grasp of the budget process empowers PDTs to better anticipate funding timelines, prepare for decision points, and ensure accountability throughout the project lifecycle.

The bootcamp also covered the legal and policy framework through topics on Civil Works Authorities — the statutory authorizations under which the Corps operates. Understanding these authorities helps PDTs stay within scope, adhere to policy, and avoid costly project delays.

Central to the bootcamp was the Project Delivery Business Process Doctrine, which outlines best practices for delivering consistent, quality outcomes. A core principle reinforced during the training was the need to Respect the Division of Responsibility — ensuring that each PDT member stays within their role while contributing their expertise. Equally important was the concept of Aligning with Core Competencies, ensuring the right skill sets are applied at the right time for maximum efficiency.

To improve decision-making at the team level, the training introduced a streamlined version of the Military Decision-Making Process (MDMP-Lite). This tool provides a structured approach for evaluating options, identifying risks, and choosing the best course of action, tailored to the fast-paced environment of project delivery.

In addition, attendees discussed Problem Escalation, Resolution, and Risk Acceptance, focusing on how to identify and elevate challenges before they hinder progress. The Corps' emphasis on open communication and clearly defined escalation paths allows teams to stay agile while managing risk proactively.

Finally, a topic on Project Charters and Project Management Plans stressed the importance of documenting shared goals, roles, responsibilities, and deliverables. These foundational documents help maintain alignment across all project phases and provide a roadmap for successful execution.

By investing in this bootcamp, the Memphis District is taking a proactive approach to developing its workforce and refining the delivery of Civil Works projects. With increased clarity, collaboration, and accountability, PDTs are now better equipped to WIN and deliver quality projects, on time and within budget — one PDT at a time.
